Should the B row in the two state chain have probabilities P(A|B) and P(B|B) ?

Yes. They're respectively P({moving to A from B}) and P({moving to B from B}). The row is the current state, the column is the following state.

Were you thinking they should be P(B|A) and P(B|B)?

Edit: People on HN made the same comments. Was the article wrong before and since corrected?
